Make this a gravity view list of entries. Create a FAQ form in a lighbox on this page available to admin. View entries are a simple question, followed by an answer that is the reveal content. Answers are simple text that can link to other posts in the knowledge base. Entries can be edited and deleted from this page by the admin/creator that has the right to edit this view . Have gv login to hide the lighbox link to all users except me. Set lighbox to be hidden to all non admin users.
